The Illinois Freedom of Information Act (FOIA) and Open Meetings Act (OMA) are laws designed to hold government accountable to the people it serves. Effective January 1, 2010, significant changes to these laws took effect in order to provide Illinois residents with a more open and transparent government. FOIA REQUEST 8-23-22
PURPOSE OF THE MUNICIPALITY
The mission of the government of the Village of Ladd is to preserve and enhance the quality of life of its citizens by providing governance and municipal services that are responsive to the needs of its residents and businesses in a reliable, efficient, and fiscally responsible manner.
The Village of Ladd is a non-home rule community of 1,295 residents (2010 Census) with a Trustee/Village form of government. The Village President is the chief executive officer of the Village and is elected at-large to a four-year term along with the Clerk and six Trustees. Appointments to all non-elective offices including the Treasurer are made by the President with the advice and consent of the Board of Trustees.

FEES
There is no fee for up to 50 pages of standard paper copies. For pages beyond 50, there is a 15 cent per page charge. You are permitted to ask for a waiver of copying fees. To do so, please include the following statement (or a similar statement) in your written FOIA request: “I request a waiver of all fees associated with this request.” In addition, you must include a specific explanation as to why your request for information is in the public interest – not simply your personal interest – and merits a fee waiver.
AMERICANS WITH DISABILITIES ACT (ADA) COORDINATOR
Effective January 1, 2010, a law took effect requiring municipalities to post certain information about the Americans with Disabilities Act. Because the Village of Ladd retains less than 50 employees, it is not required to designate an ADA coordinator or to establish a grievance procedure.

TOTAL COMPENSATION DISCLOSURE
Effective, January 1, 2012, Public Act 97-0609 requires employers participating in the Illinois Municipal Retirement Fund (IMRF) to post the total compensation package for each employee making over $75,000 per year. “Total compensation package” is defined in the Act to mean payment by the employer to the employee for salary, health insurance, a housing allowance, a vehicle allowance, a clothing allowance, bonuses, loans, vacation days granted, and sick days granted.

IMRF EMPLOYER COST & PARTICIPATION INFORMATION
In 2019, the Illinois General Assembly passed Public Act 101-0504. The law requires IMRF to post certain employer cost and participation information on its website. IMRF will update these reports annually.
